CSMS #42098258 - UPDATE: CSMS Message # 42095774: Drawback Entries (DX) responses with an Informational message of I285 INVALID BOND STATUS, I286 INVALID BOND DESIGNATION, and I287-BOND INSUFFICIENT in addition to ACE SYSTEM FAILURE U.S. Customs and Border Protection sent this bulletin at 03/20/2020 06:07 PM EDT   Cargo Systems Messaging Service CSMS #42098258 - UPDATE: CSMS Message # 42095774: Drawback Entries (DX) responses with an Informational message of I285 INVALID BOND STATUS, I286 INVALID BOND DESIGNATION, and I287-BOND INSUFFICIENT in addition to ACE SYSTEM FAILURE   CBP has identified a scenario whereby the Trade is submitting a Drawback claim (DE transaction) with AP request and ACE returns an Ace System Failure (ASF).  Then, the Trade re-submits the claim, CBP then accepts it, however, returning the informational message of Bond Insufficient, and removing AP from the claim.  It returns the insufficient because CBP already decremented the bond while processing the first attempt, therefore, it will not decrement a second time (please ignore the Bond Insufficient message).     CBP has numerous claims this week with this scenario, for those in the exact scenario, CBP will update the database directly to add AP, and send/re-send the claims to ACS, which will initiate the payment process.   Therefore, please continue to resubmit the drawback claim (DE) if you receive an ASF (wait a few minutes before sending a second transmission), CBP will update the claim with the AP until there is a fix in place.     Another CSMS message will be sent when the issue is resolved.           Update your subscriptions, modify your password or e-mail address, or stop subscriptions at any time on your Subscriber Preferences Page .
