1. On 07/18/2014, Commerce published in the Federal Register (79 FR 41971) its final affirmative determination of sales at less-than-fair-value (LTFV) and partial affirmative finding of critical circumstances in the antidumping duty investigation of certain oil country tubular goods from the Republic of Turkey (A-489-816). This message pertains to the critical circumstances determination. 2. The products covered by this investigation are described in message 3214301, dated 08/02/2013. 3. In message 4058308, dated 02/27/2014, as corrected by message 4078301, dated 03/19/2014, Commerce instructed CBP, effective 2/25/2014, to begin suspension of liquidation for imports of certain oil country tubular goods from the producers and/or exporters listed in paragraph 4 below. 4. Commerce has determined that critical circumstances exist for imports of certain oil country tubular goods from the Republic of Turkey from the producers and/or exporters listed below. Accordingly, CBP shall also suspend liquidation of such shipments that are entered, or withdrawn from warehouse, for consumption on or after 11/27/2013, which is 90 days before the date on which suspension of liquidation was first ordered for such entries, through 02/24/2014. In addition, for such merchandise entered, or withdrawn from warehouse, for consumption during this period CBP shall require a cash deposit equal to the margins for the producers and/or exporters listed below: Producer and/or Exporter: All Others Case number: A-489-816-000 Cash deposit rate: 4.87% 5.
