1. On 07/08/2014, Commerce published in the Federal Register its affirmative preliminary determination and affirmative critical circumstances determination in part in the countervailing duty (CVD) investigation of carbon and certain alloy steel wire rod from the People's Republic of China, as well as the alignment of its final determination in the this investigation with the final determination in the antidumping duty (AD) investigation of carbon and certain alloy steel wire rod from the People's Republic of China (79 FR 38490). As a result of the alignment, the due date for the final determination in the CVD investigation changed from 09/13/2014 until no later than November 12, 2014, the current due date for the final determination in the AD investigation of carbon and certain alloy steel wire rod from the People's Republic of China. 2. The products covered by this investigation are described in message 4065302 dated 03/06/2014. 3. This investigation has been assigned investigation number C-570-013. 4. Because Commerce determined that critical circumstances exist for imports of carbon and certain alloy steel wire rod from the People's Republic of China from the producers and/or exporters listed below, CBP shall suspend liquidation of all appropriate entries of carbon and certain alloy steel wire rod from the People's Republic of China that are entered, or withdrawn from warehouse, for consumption on or after 04/09/2014, which is 90 days before the date of publication of the preliminary determination in the Federal Register. Effective 04/09/2014, for entries of carbon and certain alloy steel wire rod from the People's Republic of China from the producers and/or exporters listed below, CBP shall require a cash deposit equal to the subsidy rates listed below: Producer and/or Exporter: Hebei Iron & Steel Co Ltd Tangshan Branch Case number: C-570-013-003 Cash deposit rate: 81.36% Producer and/or Exporter: All Others Case number: C-570-013-000 Cash deposit rate: 10.30% 5. Commerce found that critical circumstances do not exist for imports of carbon and certain alloy steel wire rod from the People's Republic of China from the producers and/or exporters listed below. For imports of certain alloy steel wire rod from the People's Republic of China from the producers and/or exporters listed below CBP shall suspend liquidation of such entries which were entered, or withdrawn from warehouse, for consumption on or after 07/08/2014. Effective 07/08/2014, for entries of certain alloy steel wire rod from the People's Republic of China from the producers and/or exporters listed below, CBP shall require a cash deposit equal to the subsidy rate listed below: Producer and/or Exporter: Benxi Beiying Iron & Steel Import & Export Corp./Benxi Beiying Iron & Steel (Group) Co., Ltd. and 13 affiliates (collectively Benxi Steel) The affiliates are: Benxi Steel Group Corporation; Beitai Iron & Steel (Group) Co., Ltd.; Benxi Northern Steel Rolling Co., Ltd.; Benxi Beifang Gaosu Steel Wire Rod Co., Ltd.; Benxi Beitai Gaosu Steel Wire Rod Co., Ltd.; Benxi Northern Steel Co., Ltd.; Benxi Beifang Second Rolling Co., Ltd.; Benxi Beitai Ductile Iron Pipes Co., Ltd.; Benxi Iron and Steel (Group) Metallurgy Co., Ltd.; Benxi Iron and Steel (Group) Real Estate Development Co., Ltd.; Benxi Iron & Steel (Group) Co., Ltd.; Bei Tai Iron and Steel Group Imp. and Exp.
