1. On 05/24/2024, Commerce published in the Federal Register (89 FR 45823) its final determination of sales at less than fair value and affirmative determination of critical circumstances in the antidumping duty investigation of certain paper shopping bags from the People's Republic of China. 2. The products covered by this investigation are described in message 4012407, dated 01/12/2024. 3. This proceeding has been assigned case number A-570-152. 4. Because Commerce determined that critical circumstances exist for imports of certain paper shopping bags from the People's Republic of China for Dongzheng Paperbag (DaLian) Factory (Dongzheng), the non-selected separate rate companies, and the China-wide entity, CBP shall continue to suspend liquidation of such shipments entered, or withdrawn from warehouse, for consumption on or after 10/05/2023, which is 90 days before the date of publication of the preliminary determination in the Federal Register, and effective 05/24/2024, CBP shall require a cash deposit equal to the percentage of entered value for the producer and exporter combination listed below: Exporter: China-Wide Entity Case number: A-570-152-000 Cash deposit rate: 135.77% Note: In in message 4012407, dated 01/12/2024, Commerce assigned a separate rate to entries of certain paper shopping bags from the People's Republic of China produced and exported by Dongzheng Paperbag (DaLian) Factory (A-570-152-001). However, in the final determination, Commerce included Dongzheng Paperbag (DaLian) Factory in the China-Wide entity. Therefore, for entries of certain paper shopping bags from the People's Republic of China exported by Dongzheng Paperbag (DaLian) Factory, should be made under the case number A-570-152-000 and the cash deposit will be the China-wide rate.
