1. On 12/19/2013, the Department of Commerce published in the Federal Register (78 FR 76815) its preliminary affirmative countervailing duty determination of steel threaded rod from India. On 02/18/2014, Commerce published in the Federal Register (79 FR 9162) its affirmative preliminary determination of critical circumstances in this countervailing duty investigation. 2. Because Commerce preliminarily determined that critical circumstances exist for imports of steel threaded rod from India from the producers and/or exporters listed below, CBP shall suspend liquidation of such shipments that are entered, or withdrawn from warehouse, for consumption on or after 09/20/2013, which is 90 days before the date of publication of the preliminary determination in the Federal Register. Effective 09/20/2013, for entries of steel threaded rod from India from the producers and/or exporters listed below, CBP shall require a cash deposit equal to the following subsidy rates: Producer and/or Exporter: Babu Exports Case number: C-533-856-001 Subsidy rate: 38.98% All Others: Case number: C-533-856-000 Subsidy rate: 8.13% 3. Commerce found that critical circumstances do not exist for imports of steel threaded rod from India from the producers and/or exporters listed below. For imports of steel threaded rod from India from the producers and/or exporters listed below, CBP shall suspend liquidation of such entries which were entered, or withdrawn from warehouse, for consumption on or after 12/19/2013. Effective 12/19/2013, for entries of steel threaded rod from India from the producers and/or exporters listed below, CBP shall require a cash deposit equal to the following dumping margins: Producer and/or Exporter: Mangal Steel Enterprises Limited Case number: C-533-856-002 Cash deposit rate: 8.13% 4. The products covered by this investigation are described in message 3354310, dated 12/20/2013. 5. This investigation has been assigned investigation number C-533-856. 6.
