1. On 03/06/2013, the U.S. Court of International Trade issued a preliminary injunction enjoining liquidation of certain entries which are subject to the antidumping duty order on certain magnesia carbon bricks from the People's Republic of China (A-570-954) which were entered or withdrawn from warehouse, for consumption, on or after 09/26/2011. 2. This injunction was issued in connection with court case number 12-00215 and enjoins liquidation of the entries described in paragraph 3 below. 3. Accordingly, until further notice, do not liquidate entries of Fedmet's Bastion magnesia alumina carbon bricks which were produced and/or exported by Fengchi Imp. and Exp. Co., Ltd. of Haicheng City and Fengchi Refractories Co., of Haicheng City, and imported by Fedmet Resources Corporation, and which were entered, or withdrawn from warehouse, for consumption on or after 09/26/2011, the date of initiation of the scope inquiry. 4. Liquidation instructions for entries affected by the injunction have not yet been issued. 5. Effective immediately, CBP is instructed to prevent liquidation of any entries subject to the above. 6. Furthermore, as instructed in message number 2228306, dated 08/15/2012, re-classify as Type 3 entries any Type 1 entries that are subject to the scope ruling, i.e., Fedmet Bastion magnesia alumina carbon bricks that are unliquidated, and continue to suspend liquidation of these entries until liquidation instructions are issued. 7. Commerce's APO Docket Center was served with the above-referenced injunction on 03/08/2013. Pursuant to the terms of the injunction, no liquidation of the entries covered by the injunction may be made for entries which remain unliquidated as of the fifth business day after which copies of this order are personally served on Commerce's APO Docket Center. 8.
