Initiation of circumvention inquiry - antidumping and countervailing orders on certain walk-behind lawn mowers and parts thereof from the People's Republic of China (A-570-129, C-570-130)

On 10/27/2022, Commerce initiated a circumvention inquiry to determine whether lawn mower sub-assemblies imported from China and comprised of a cutting deck shell attached to at least one other significant non-engine component, such as, but not limited to, a handle, wheels, grass catcher bag, or an electronic starter (products covered by the inquiry), are covered by the scope of the antidumping and countervailing duty orders on certain walk-behind lawn mowers and parts thereof (lawn mowers) from the People's Republic of China (China) (A-570-129, C-570-130). See 87 FR 65033. 2. Continue to suspend liquidation of entries of products covered by the inquiry that are already subject to the suspension of liquidation under the antidumping and countervailing duty orders on lawn mowers from China at the cash deposit rates in effect on the date of entry. Such entries should not be liquidated until specific liquidation instructions are issued. 3. In accordance with 19 CFR 351.226(l)(5), this instruction does not affect or otherwise limit CBP's independent authority to take any additional action with respect to the suspension of liquidation or related measures. 4.
