Notice of change in cash deposit instructions for the preliminary determination in the antidumping duty investigation of oil country tubular goods (OCTG) from the Russian Federation (CBP Case Number A-462-833, Commerce Case Number A-821-833)

1. On 05/11/2022, Commerce published in the Federal Register (87 FR 28804) its affirmative preliminary determination of sales at less than fair value and preliminary negative critical circumstances in the antidumping duty investigation of OCTG from the Russian Federation (see message number 2136402, dated 05/16/2022). The cash deposit rates in that message were adjusted to reflect offsets for certain subsidies associated with the companion countervailing duty (CVD) investigation of this merchandise (CBP Case Number C-462-834, Commerce Case Number C-821-834). 2. The final day that provisional measures in the companion CVD proceeding were in effect was 07/11/2022. As a result, suspension of liquidation was discontinued in that case (see message number 2196426, dated 07/15/2022). Therefore, effective 07/12/2022 (the day after the final day of provisional measures in the companion CVD proceeding), CBP should collect the full cash deposit rate calculated in the antidumping duty proceeding, as identified in the paragraph below. 3. Accordingly, for shipments of subject merchandise from the producers and/or exporters listed below, entered, or withdrawn from warehouse, for consumption on or after 07/12/2022 (the day after the final day of provisional measures in the companion CVD investigation), CBP shall require a cash deposit equal to the following dumping margins: Producer and/or exporter: JSC Vyksa Steel Works Case number: A-462-833-001 Cash deposit rate: 11.82 % All Others Case number: A-462-833-000 Cash deposit rate: 70.49 % 4. If any entries of this merchandise are exported by a firm other than the producer, then the following instructions apply: A. If the exporter of the subject merchandise does not have its own rate but the producer has its own rate, the cash deposit rate will be the producer's rate. B. Where neither the exporter nor the producer has its own rate or the producer is unknown, use the all-others rate of 70.49 % 5.
