Sunset revocation of antidumping duty orders on Helical Spring Lock Washers from People's Republic of China and Taiwan (A-570-822; A-583-820)

1. As a result of five-year ("sunset") reviews, Commerce has revoked the antidumping duty orders on Helical Spring Lock Washers from People's Republic of China and Taiwan (A-570-822 and A-583-820). The revocations were published in the Federal Register on 06/13/2022 (87 FR 35733). The effective date of the revocations is 05/26/2022. 2. CBP is directed to terminate the suspension of liquidation for all shipments of Helical Spring Lock Washers from People's Republic of China and Taiwan which were entered, or withdrawn from warehouse, for consumption on or after 05/26/2022. All entries of Helical Spring Lock Washers from People's Republic of China and Taiwan that were suspended on or after 05/26/2022 should be liquidated without regard to antidumping duties (i.e., refund all cash deposits). 3. Do not liquidate entries of the subject merchandise entered, or withdrawn from warehouse, for consumption prior to 05/26/2022 until separate and specific liquidation instructions are issued. 4. Notice of the lifting of suspension of liquidation of entries of Helical Spring Lock Washers from People's Republic of China and Taiwan covered by paragraph 2 and which were entered, or withdrawn from warehouse, for consumption on or after 05/26/2022 occurred with the publication of the notice of revocation in the Federal Register (87 FR 35733, 06/13/2022). 5. The assessment of antidumping by CBP on shipments or entries of this merchandise is subject to the provisions of section 778 of the Tariff Act of 1930, as amended. Section 778 requires that CBP pay interest on overpayments or assess interest on underpayments of the required amounts deposited as estimated antidumping. The interest provisions are not applicable to cash posted as estimated antidumping before the date of publication of the antidumping orders. Interest shall be calculated from the date payment of estimated antidumping is required through the date of liquidation. The rate at which such interest is payable is the rate in effect under section 6621 of the Internal Revenue Code of 1954 for such period. 6.
