1. This is a correction to message 2066409, dated 03/07/2022, to correct paragraphs 5 and 6a of that message. Message 2066409 corrected message 0216409, dated 08/03/2020. 2a. Paragraph 5 of message 2066409 contains incorrect information regarding the company identified as Asia-Pacific Light Alloy (Nantong) Technology Co., Ltd. Specifically, Asia-Pacific Light Alloy (Nantong) Technology Co., Ltd. was listed in paragraph 5 of that message as having been associated with the company case number C-570-968-115 within the Automated Commercial Environment (ACE). However, the company-specific case number, C-570-968-115, is associated with Asia Pacific Industrial (Group) Co., Ltd., not Asia-Pacific Light Alloy (Nantong) Technology Co., Ltd. Asia-Pacific Light Alloy (Nantong) Technology Co., Ltd. does not have a company-specific case number assigned to it ACE. Therefore, revised paragraph 5 lists Asia-Pacific Light Alloy (Nantong) Technology Co., Ltd. without a company-specific case number. 2b. Paragraph 6a of message 2066409 contains incorrect information pertaining to the injunction with court number 17-00216. The injunction with court number 17-00216, discussed in message 7263302, dated 09/20/2017, is applicable to entries which a) were the subject of Commerce's final determination in Aluminum Extrusions from the People's Republic of China: Affirmative Final Determination of Circumvention of the Antidumping and Countervailing Duty Orders and Rescission of Minor Alterations Anti-Circumvention Inquiry, 82 Fed. Reg. 34,630 (July 26, 2017); and b) were exported from the People's Republic of China by Plaintiff Tai-Ao Aluminium (Taishan) Co., Ltd. and/or imported into the United States by Plaintiff TAAL America Ltd.; and c) were entered, or withdrawn from warehouse, for consumption on or after 03/21/2016. Accordingly, until further notice, continue to suspend liquidation of such entries until liquidation instructions are issued. Since issuance of message 2066409, dated 03/07/2022, this injunction has been dissolved, as specified below. On 12/17/2020, the U.S. Court of Appeals for the Federal Circuit issued a final decision in the case of Tai-Ao Aluminium (Taishan) Co., Ltd., Taal America Ltd., Regal Ideas, Inc. v. United States (CAFC Court No. 20-1501; CIT Court No. 17-00216). The injunction to which message 7263302 (09/20/2017) refers, enjoined liquidation of entries which: a) were the subject of the U.S. Department of Commerce's final determination in Aluminum Extrusions from the People's Republic of China: Affirmative Final Determination of Circumvention of the Antidumping and Countervailing Duty Orders and Rescission of Minor Alterations Anti-Circumvention Inquiry, 82 FR 34630 (July 26, 2017); b) were exported from the People's Republic of China by Plaintiff Tai-Ao Aluminium (Taishan) Co., Ltd. and/or imported into the United States by Plaintiff TAAL America Ltd.; and c) were entered, or withdrawn from warehouse, for consumption on or after March 21, 2016. As a result of the CAFC's decision, the injunction to which message 7263302 (09/20/2017) refers dissolved on 05/17/2021. 6b. The injunction with court number 19-00012, discussed in message 9116304, dated 04/26/2019, is applicable to entries a) made by Worldwide Door Components, Inc. as the importer; b) of the eighteen (18) Worldwide Door Components, Inc. door threshold products covered by the Department of Commerce's final scope determination in Antidumping and Countervailing Duty Orders on Aluminum Extrusions from the People's Republic of China: Final Scope Rulings on Worldwide Door Components, Inc., MJB Wood Group Inc., and Columbia Aluminum Products Door Thresholds, dated December 19, 2018; and c) that remain unliquidated as of 04/22/2019. Accordingly, until further notice, continue to suspend liquidation of such entries until liquidation instructions are issued. 7. Notice of the lifting of suspension of liquidation of entries of subject merchandise covered by paragraph 4 occurred with the publication of the notice of initiation of administrative review for the 05/2020 anniversary month (85 FR 41540, 07/10/2020). Unless instructed otherwise, for all other shipments of aluminum extrusions from the People's Republic of China you shall continue to collect cash deposits of estimated countervailing duties for the merchandise at the current rates. 8. The assessment of countervailing duties by CBP on shipments or entries of this merchandise is subject to the provisions of section 778 of the Tariff Act of 1930, as amended. Section 778 requires that CBP pay interest on overpayments or assess interest on underpayments of the required amounts deposited as estimated countervailing duties. The interest provisions are not applicable to cash or bonds posted as estimated countervailing duties before the date of publication of the countervailing duty order. Interest shall be calculated from the date payment of estimated countervailing duties is required through the date of liquidation. The rate at which such interest is payable is the rate in effect under section 6621 of the Internal Revenue Code of 1954 for such period. 9.
