1. This is a correction to message 1127415, dated 05/07/2021, to correct paragraph 2a of that message and to include language pertaining to an injunction on entries covered by this message. 2. Paragraph 2a of message 1127415 includes information for all other producers and/or exporters under case number C-580-888-000 with an incorrect rate not applicable to these instructions. Therefore, revised paragraph 4 below removes information regarding the all others rate. Additionally, we removed paragraph 2b from the original instruction that pertained to a summons that was filed in the U.S. Court of International Trade and added what is now paragraph 5 to include information regarding an injunction pertaining to court number 21-00182 that was not in place at the time of the original message (i.e., message 1127415). As noted in paragraph 5 below, CBP should continue to suspend liquidation of such entries until liquidation instructions are issued. Below is the fully corrected message. 3. Notice of the lifting of suspension of liquidation of entries of merchandise covered by this message occurred with the publication of the final results of administrative review of the countervailing duty order on certain carbon and alloy steel cut-to-length plate from the Republic of Korea (subject merchandise) (C-580-888) for the period 01/01/2018 through 12/31/2018 (86 FR 15184, 03/22/2021). 4. The assessment of countervailing duties by the CBP on shipments or entries of this merchandise is subject to the provisions of section 778 of the Tariff Act of 1930, as amended. Section 778 requires that CBP pay interest on overpayments or assess interest on underpayments of the required amounts deposited as estimated countervailing duties. The interest provisions are not applicable to cash posted as estimated countervailing duties before the date of publication of the countervailing duty order. Interest shall be calculated from the date of payment of estimated countervailing duties through the date of liquidation. The rate at which such interest is payable is the rate in effect under section 6621 of the Internal Revenue Code of 1954 for such period. 7. Unless instructed otherwise, for all other shipments of subject merchandise, you shall continue to collect cash deposits of estimated countervailing duties at the current cash deposit rates. 8.
