1. This is a correction to message 0216409, dated 08/03/2020, to correct paragraphs 2 and 3 of that message. 2a. Paragraph 2 of message 0216409 excluded third country case numbers for the Dominican Republic, Mexico, and Vietnam, the entries under which should be liquidated at the cash deposit rate on the date of entry. Paragraph 4 below provides the additional language for the relevant third country case numbers. 2b. Paragraph 3 of message 0216409 contains incorrect information regarding the company identified as Wellste Material. Specifically, the company's name was spelled incorrectly. The correct name of this company should be Wellste Material Co Ltd. Paragraph 5 below provides the correct company name. Paragraph 3 of message 0216409 contains incorrect information regarding the company identified as Kingtom Aluminio SLR. Specifically, the company's name was spelled incorrectly. The injunction with court number 17-00216, discussed in message 7263301, dated 09/20/2017, is applicable to entries which a) were the subject of Commerce's final determination in Aluminum Extrusions from the People's Republic of China: Affirmative Final Determination of Circumvention of the Antidumping and Countervailing Duty Orders and Rescission of Minor Alterations Anti-Circumvention Inquiry, 82 Fed. Reg. 34,630 (July 26, 2017); and b) were exported from the People's Republic of China by Plaintiff Tai-Ao Aluminium (Taishan) Co., Ltd. and/or imported into the United States by Plaintiff TAAL America Ltd.; and c) were entered, or withdrawn from warehouse, for consumption on or after 03/21/2016. Accordingly, until further notice, continue to suspend liquidation of such entries until liquidation instructions are issued. 6b. The injunction with court number 19-00012, discussed in message 9116304, dated 04/26/2019, is applicable to entries a) made by Worldwide Door Components, Inc. as the importer; b) of the eighteen (18) Worldwide Door Components, Inc. door threshold products covered by the Department of Commerce's final scope determination in Antidumping and Countervailing Duty Orders on Aluminum Extrusions from the People's Republic of China: Final Scope Rulings on Worldwide Door Components, Inc., MJB Wood Group Inc., and Columbia Aluminum Products Door Thresholds, dated December 19, 2018; and c) that remain unliquidated as of 04/22/2019. Accordingly, until further notice, continue to suspend liquidation of such entries until liquidation instructions are issued. 7. Notice of the lifting of suspension of liquidation of entries of subject merchandise covered by paragraph 4 occurred with the publication of the notice of initiation of administrative review for the 05/2020 anniversary month (85 FR 41540, 07/10/2020). Unless instructed otherwise, for all other shipments of aluminum extrusions from the People's Republic of China you shall continue to collect cash deposits of estimated countervailing duties for the merchandise at the current rates. 8. The assessment of countervailing duties by CBP on shipments or entries of this merchandise is subject to the provisions of section 778 of the Tariff Act of 1930, as amended. Section 778 requires that CBP pay interest on overpayments or assess interest on underpayments of the required amounts deposited as estimated countervailing duties. The interest provisions are not applicable to cash or bonds posted as estimated countervailing duties before the date of publication of the countervailing duty order. Interest shall be calculated from the date payment of estimated countervailing duties is required through the date of liquidation. The rate at which such interest is payable is the rate in effect under section 6621 of the Internal Revenue Code of 1954 for such period. 9.
