These instructions correct E-Mail #2302112 of October 29, 1991 regarding liquidation of entries of cement from Mexico made on or after April 12, 1990 and on or before July 31, 1991 (antidumping duty order A-201-802). 2. The product covered by this order is gray portland cement and clinker. Gray portland cement is currently classifiable under HTS item number 2523.29.00, and cement clinker is currently classifiable under number 2523.10.00. Portland cement has also been entered under number 2523.90.00 as other hydraulic cement. The HTS item numbers are provided for convenience and Customs purposes. The written description remains dispositive. 3. Please refer to original cash deposit instructions #9257111 of September 14, 1990, which stated that the cash deposit of estimated antidumping duties had been reduced by 1.44% to adjust for the required cash deposit of estimated countervailing duties then in effect. 4. The countervailing duty order on cement from Mexico (C-201-013) was revoked on April 25, 1991, effective August 24, 1986 (see 56 FR 19094). All entriesof cement from Mexico made on or after August 24, 1986 were liquidated without regard to countervailing duties in E-Mail #1135111, May 15, 1991. 5. Accordingly, under the antidumping duty order on cement from Mexico, you are to liquidate entries of cement from Mexico made on or after April 12, 1990 and on or before July 31, 1991 at the cash deposit rate plus 1.44% to ensure that all applicable antidumping duties are collected. 6. The provisions of section 778 of the Tariff Act require that interest be paid on overpayment or underpayments of amounts deposited as estimated countervailing duties. Such interest is payable at the rate in effect under section 6621 of the Internal Revenue Code of 1954 for such period. The interest+ shall be calculated at that rate from the date of payments of estimated duties through the date of liquidation. 7.
