1. On 05/01/2020, Commerce published in the Federal Register (85 FR 25389) its final affirmative determination of sales at less-than-fair-value in the antidumping duty investigation of certain quartz surface products from Turkey (A-489-837). 2. The products covered by this investigation are described in message 9154305, dated 06/03/2019. 3. This proceeding has been assigned case number A-489-837. 4. For imports of certain quartz surface products from Turkey, CBP shall continue to suspend liquidation of such shipments entered, or withdrawn from warehouse, for consumption on or after 12/13/2019 (date suspension first started). Effective 05/01/2020, CBP shall require, for such entries, a cash deposit equal to the margins for the producer(s) and/or exporter(s) listed below: Producer and/or Exporter: Belenco dis Tikaret A.S. and Peker Yuzey Tasarimlari Sanayi Tic. A.S. Case number: A-489-837-001 Cash deposit rate: 5.17% All Others Case Number: A-489-837-000 Cash Deposit Rate: 5.17% 5. Commerce found that a de minimis margin of 0.00 percent exists for imports of certain quartz surface products from Turkey that were produced and exported by Ermas Madencilik Turizm Sanayi Ve Ticaret Anonim Sirketi (A-489-837-002). Therefore, CBP shall not suspend liquidation of such shipments entered, or withdrawn from warehouse, for consumption on or after 12/13/2019. For imports of certain quartz surface products from Turkey in any other producer/exporter combination, or by third parties that sourced subject merchandise from the excluded producer/exporter combination, CBP shall require a cash deposit equal to the All Others rate. 6. If any entries of this merchandise are exported by a firm other than the producer, then the following instructions apply: A. If the exporter of the subject merchandise does not have its own rate but the producer has its own rate, the cash deposit rate will be the producer's rate. B. Where neither the exporter nor the producer currently has its own rate or the producer is unknown, use the all-others rate of 5.17 percent to establish the cash deposit rate. 7.
