Amended Cash deposit instructions for steel concrete reinforcing bar from the Republic of Turkey (C-489-830)

Plain-English explanation

CSMS 0115415 is a U.S. Customs and Border Protection (CBP) Cargo Systems Messaging Service bulletin (trade policy), published on April 24, 2020. It carries the official CBP guidance brokers and importers must follow for the topic — "Amended Cash deposit instructions for steel concrete reinforcing bar from the Republic of Turkey (C-489-830)". It links to 2 AD/CVD cases in Tandom's catalog. CSMS messages are the operational layer between Commerce determinations and at-the-border collections: when Commerce publishes a new rate, scope ruling, or instruction, CBP turns it into a CSMS that ACE/ACS systems and brokers act on.

Commerce has corrected the final results of its administrative review of the antidumping duty order on steel concrete reinforcing bar from the Republic of Turkey for the period 03/01/2017 through 12/31/2017. This correction was published in the Federal Register (85 FR 20665) on 04/14/2020 and adds information concerning the cross-owned companies to whom the rate applies. Accordingly, this message amends the company-specific information contained in message 0090405, dated 03/30/2020. 2. For shipments of steel concrete reinforcing bar from the Republic of Turkey entered, or withdrawn from warehouse, for consumption on or after 03/20/2020, the cash deposit requirement is as follows: Producer and Exporter: Habas Sinai ve Tibbi Gazlar Istihsal Endustrisi A.S. and its cross-owned companies: Habas Endustri Tesisleri A.S., Habas Petrol Urtmleri Sanayi ve Ticaret A.S., Pegagaz A.S., Cebitas Demir Celik Endustrisi A.S., and Osman Sonmez Ins. Taah Case number: C-489-830-001 Cash deposit rate: 3.37% NOTE: This AD duty order pertains to a single producer / exporter chain that was excluded from the pre-existing AD duty order on the same merchandise from the same country. These cash deposit requirements shall remain in effect until further notice. 5. Do not liquidate any entries of the merchandise covered by the administrative review until specific liquidation instructions are issued. 6. Is the CBP CSMS the legally binding instruction?

Yes — for at-the-border filing and entry collection. CSMS messages translate Commerce's Federal Register determinations into operational CBP instructions that ACE/ACS systems and brokers execute. The Federal Register notice is the underlying legal authority; the CSMS is the operational implementation. Both should be read together when reconciling a rate or scope change.
