1. On 12/18/2019, the U.S. Court of International Trade issued a final decision in the case of Uttam Galva Steels Limited v. United States (Court No. 16-00162). As a result of this decision, Commerce has amended the final determination in the antidumping duty investigation on certain corrosion-resistant steel products from India. This amendment was published on 01/08/2020 in the Federal Register (85 FR 877) and changes the cash deposit rate for certain producers and/or exporters. 2. The products covered by this investigation are described in message 6207319, dated 07/25/2016. 3. For shipments of certain corrosion-resistant steel products from India entered, or withdrawn from warehouse, for consumption on or after 12/28/2019, CBP shall require, for such entries, a cash deposit equal to the margins for the producer and/or exporter listed below: Producer: Uttam Galva Steels Limited; Uttam Value Steels Limited; Atlantis International Services Company Ltd.; Uttam Galva Steels, Netherlands, B.V.; Uttam Galva Steels (BVI) Limited; (collectively, Uttam Galva) Exporter: Uttam Galva Steels Limited; Uttam Value Steels Limited; Atlantis International Services Company Ltd.; Uttam Galva Steels, Netherlands, B.V.; Uttam Galva Steels (BVI) Limited; (collectively, Uttam Galva) Case Number: A-533-863-002 Cash Deposit Rate: 0.00 % Note: As a result of the CIT's final decision, corrosion-resistant steel products from India produced and exported by Uttam Galva are being excluded from the antidumping duty order on corrosion-resistant steel products from India. Liquidation instructions will be issued in a separate message. All Others Case Number: A-533-863-000 Cash Deposit Rate: 0.47% 4. Merchandise exported by Uttam Galva that is produced by any other company and merchandise produced by Uttam Galva that is exported by any other company is not subject to this exclusion from the antidumping duty order. Such merchandise entered, or withdrawn from warehouse, for consumption on or after 12/28/2019, should be entered under the appropriate producer/exporter rate and suspended at the cash deposit rate in effect for that company. 5. These cash deposit instructions will remain in effect until further notice. Do not liquidate any entries of the merchandise covered by paragraphs 3 and 4 above until specific liquidation instructions are issued. 6.
