1. On 02/14/2020 Commerce published in the Federal Register (85 FR 8565) its preliminary determination of sales at less than fair value and critical circumstances in the antidumping duty investigation of utility scale wind towers from Vietnam. 2. The products covered by this investigation are described in message 9221309, dated 08/09/2019. 3. This proceeding has been assigned case number A-552-825. 4. There is an existing antidumping duty order on utility scale wind towers from Vietnam that was assigned case number A-552-814. However, the producer/exporter chain identified in paragraph 5 below was excluded from that order. Accordingly, this current investigation only covers the producer/exporter chain identified in paragraph 5 below. 5. Commerce has determined that critical circumstances exist for imports of utility scale wind towers from Vietnam for the producer/exporter combination identified below. CBP shall suspend liquidation of such shipments entered, or withdrawn from warehouse, for consumption on or after 11/16/2019, which is 90 days before the date on which suspension of liquidation was first ordered for such entries. Effective 11/16/2019, CBP shall require, for the exporter/producer combination listed below, a cash deposit equal to the antidumping duty rate shown below: Exporter: CS Wind Vietnam Co., Ltd. Producer: CS Wind Vietnam Co., Ltd. Case number: A-552-825-001 Cash deposit rate: 63.82% 6. All other entries of utility scale wind towers from Vietnam are subject to a prior antidumping duty order covering the same merchandise and should enter under case number A-552-814. 7.
